Nurse Decla was too much fun, but she was also a real trouble maker. In the first version of the story that got scrapped, they did get together, and it didn't work for me at all. He was up in arms about it; she was up in arms about it, both insisting that went too easy. So I scrapped it. And scrapped again and again until it felt right.
She'll be back. She's not done making trouble, not by a long shot. I think she's the evil step child of Kai Winn, because after I wrote Winn in another story, I wanted more bad Bajoran lady vibes. Bad girls are the most fun of all! Thanks for the awesome review!
